I believe so. He is more famous than any of the other actors she's worked with (well before they did a drama with YEH and became famous). He became famous through the dramas "Be Strong Geum Soon" and "Hong Gil Dong". Not sure if he's considered an A-lister since I don't live in Korea. But he is famous and an actor with experience. And I believe that he does have a considerable fan base in other Asian countries as well. Correct me if I'm wrong. haha

But yes he's an A-list actor (I think Hong Gil Dong secure him that status). But if you compare him to YEH I think YEH is bigger than him in term of rating pull.

Actress Hong Soo Hyun will return to the small screens after 2 years with a new SBS Monday-Tuesday drama, 'Lie To Me'.
SBS 'Lie To Me' will feature Korea's top nobleman Hyun Ki Joon (Kang Ji Hwan) and the most off-the-wall single girl in her 20's, Gong Ah Jung (Yoon Eun Hye). It is a project that will display a confrontational, yet sweet scandal based on episodes that occurs after a most ridiculous lie.
Hong Soo Hyun will play Yoo So Ran, who had tried to ruin Yoon Eun Hye's life over a 10 years period, ever since the high school days. So Ran will provide the main reasons to why Ah Jung ends up lying about being married, and continue her attempts to ruin her.
At the same time, So Ran is expected to display her glamorous lifestyle as a perfect Chungdam-dong housewife of a lawyer, who carries a luxurious fashion with extensive knowledge in Yoga, flower making, cooking.
Hong Soo Hyun stated, "Because the situation is so harmonious, I'm afraid that I won't come off looking like her enemy. The staff members have givin me a nickname of 'Ah Jung Tackler (Heckler)' but I will try my best to support the drama by portraying a cute heckler that the viewers won't be able hate."
'Lie To Me' will follow SBS 'Midus' and begin airing on May 9th.

From the description of the newest cast, it sounds like she should be dislike, but she doesn't want to be dislike which I don't find right for the mind set of the actress. If her character is written to be hated then she should try her best to be the most hated character. Nothing against the actress though. I don't know any of her previous dramas so I can't judge her.

Jo Yoon Hee Joins 'Lie To Me'
Jo Yoon Hee will play Oh Yoon Joo, a display designer who is loved by two men in 'Lie To Me', in a romantic comedy drama scheduled to air after 'Midus' on May 9th.
Yoon Joo is a former fiancee of a hotel CEO, Hyun Ki Joon, and a friend of Ki Joon's younger brother. Yoon Joo, who grew up in a comfortable family atmosphere receiving much love, has no qualms about her life. She is an attractive character who doesn't need to show off her charm in front of others. In addition, she is also a nice person that causes other women to be frustrated.
A representative of the drama explained that Jo Yoon Hee had displayed stable acting performance in her previous project, 'Golden Fish (MBC)', and was chosen for this role earlier on. She also has a perfect match of appearance and voice to her character. Jo Yoon Hee will express a lovely character who will receive the affection of two brothers, Ki Joon and Sang Hee.
The 16 episodes drama, 'Lie To Me', is a romantic comedy that tells a gutsy scandal surrounding Gong Ah Jung. Gong Ah Jung is a female character who is single, but tries to enjoy the benefits of being a married woman. PD Kim Soo Ryong of 'Green Rose' and PD Kwon Hyuk Chan of 'Secret Garden' will direct the drama, and it will be written by Kim Ye Ri of Heading To The Ground (MBC).
SBS stated that while recent dramas, such as 'Midus' and 'Sign' were heavy, they plan to create a lighter mood just as 'Secret Garden' in May to create another syndrome with 'Lie To Me'.
It has been revealed that Gong Ah Jung (Employee of an Event Marketing Company) will be played by Yoon Eun Hye, and Kang Ji Hwan is cast to play Hyun Ki Joon (Who will be mistaken as Gong Ah Jung's husband).

Photos shot on location of a new SBS Monday-Tuesday drama, 'Lie To Me' was posted at an online community on the 11th. This is a scene of Yoon Eun Hye's character, Gong Ah Jung, celebrating on the street after passing the 5th level government employee national examination.
Yoon Eun Hye in the picture portrays an examination candidate, wearing a blue training suit, three stripe slippers, and pleasantly simple attire with her hair brushed back.
